Syria's Muslim Brotherhood rise from the ashes

ISTANBUL (Reuters) - At a meeting of Syria's opposition, Muslim Brotherhood officials gather round Marxists colleagues, nudging them to produce policy statements for the Syrian National Council, the main political group challenging President Bashar al-Assad.

With many living in the West, and some ditching their trademark beards, it is hard to differentiate Brotherhood from leftists. But there is little dispute about who calls the shots.

From annihilation at home 30 years ago when they challenged the iron-fisted rule of Hafez al-Assad, the Brotherhood has recovered to become the dominant force of the exile opposition in the 14-month-old revolt against his son Bashar.

Careful not to undermine the council's disparate supporters, the Brotherhood has played down its growing influence within the Syrian National Council (SNC), whose public face is the secular Paris-based professor Bourhan Ghalioun.

"We chose this face, accepted by the West and by the inside. We don't want the regime to take advantage if an Islamist becomes the Syrian National Council's head," former Brotherhood leader Ali Sadreddine al-Bayanouni told supporters in a video.

The footage is now being circulated by Brotherhood opponents, seeking to highlight its undeclared power.

"We nominated Ghalioun as a front for national action. We are not moving now as Muslim Brotherhood but as part of a front that includes all currents," said Bayanouni.

EGYPTIAN ROOTS

The Syrian Brotherhood is a branch of the Sunni Muslim movement founded in Egypt in the 1920s. It was a minor political player before a 1963 Baath Party coup but its support grew under the authoritarian 30-year rule of Hafez al-Assad, as his minority Alawite community dominated the majority Sunni country.

Mindful of international fears of Islamists taking power, and of the worries of Syria's ethnic and religious minorities, the Syrian Brotherhood portrays itself as espousing a moderate, Turkish-style Islamist agenda. It unveiled a manifesto last month that did not mention the word Islam and contained pledges to respect individual rights.

With backing from Ankara, and following the political ascendancy of the Brotherhood in Egypt, Tunisia and Libya since Arab Spring revolts broke out two years ago, the group is poised to be at the top of any new governing system in Syria.

Extending the loose Brotherhood umbrella to Syria will raise pressure on the U.S.-backed Hashemite monarchy in Jordan, where the local Brotherhood has been sidelined by laws that favor tribal politicians allied with the security apparatus.

Iraq's Shi'ite rulers could also find they have a hardline Sunni government as their neighbor, and Lebanon's Shi'ite guerrilla group Hezbollah would lose its main Arab backer.

EYEING VICTORY

Working quietly, the Brotherhood has been financing Free Syrian Army defectors based in Turkey and channeling money and supplies to Syria, reviving their base among small Sunni farmers and middle class Syrians, opposition sources say.

"We bicker while the Brotherhood works," said Fawaz al-Tello, a veteran opposition figure who is a pious Muslim while being on the liberal end of the Syrian political spectrum.

"They have gained control of the SNC's aid division and the military bureau, its only important components," said Tello, a former political prisoner who fled Syria four months ago.

"But they still have to work more do to get support on the inside. Lots of clerics, activists and rebels do not want to be linked to them."

Tello, however, acknowledged that the Brotherhood has clawed back influence inside Syria, especially in the cities of Homs and Hama and the rural province of Idlib on the border with Turkey, hotbeds of the revolt against Assad.

This is no small feat after three decades in the political wilderness. Unlike Arab rulers who tried to co-opt the movement by granting it limited operation, the Assads excluded it and all other opposition from the political system.

Bashar's father Hafez al-Assad's forces killed, tortured and imprisoned tens of thousands of people after leftists and Islamists began challenging his rule in the 1970s.

The Brotherhood took the brunt of the repression, and a 1980 decree singled out membership as punishable by death.

Mulhem Droubi, educated in Canada and one of a younger generation of Brotherhood leaders, said the group is not primarily concerned with political prominence.

"We are a party that presents moderate solutions. We are not extremists, neither to the left nor to the right and our program is the most accepted by the Syrian street," he said.

"We are working for the downfall of Bashar al-Assad and not to find a popular base. We leave competition for the future in a free Syria," the softly spoken Droubi told Reuters.

Droubi, however, acknowledged that the road to democracy will be even more bloody, adding that the Brotherhood began supporting armed resistance in earnest a month ago.

The issue sharply divided the group in the 1980s, when it took up arms against the president. Assad's forces killed nearly 20,000 people when they overran the city of Hama in 1982, where the Brotherhood's armed division made it last stand.

Droubi said there is no dispute now about the need for armed resistance, alongside street protests against Assad.

"Too many of our people have been killed. Too many have been raped," Droubi said, adding that Brotherhood was committed to a setting up a multi-party democracy if Assad is toppled.

Droubi pointed to a political program unveiled by the Brotherhood last month in Istanbul, which committed to multi-party democracy in a future Syria. It said a new constitution would be reached through consensus and guarantee fair representation for diverse ethnicities and religious groups.

"Our proposals are more advanced than the Brotherhood in other countries," he said.

Bassam Ishaq, a Christian opposition figure who has worked with the Brotherhood within the SNC, said the manifesto bore the marks of the Brotherhood's pragmatism.

"If they get a chance to seize power by themselves they will do it, but they realize that it will be difficult in country where 30 percent of the population are ethnic or religious minorities," said Ishaq.

"The street has lost faith in leftist politicians. After the repression in the 1980s, the leftists dispersed. The Brotherhood kept together and rebuilt while in exile, aided by donations from wealthy Syrians in and support in the Gulf," he added.

In a demonstration of their financial muscle, Brotherhood operatives were dispatched last month with suitcases of cash to a dusty camp for Free Syrian Army defectors in a Turkish region bordering Syria near Antakya.

Sources in the camp said the Brotherhood was supporting Colonel Riad al-Asaad, one of the first prominent defectors last year, now at odds with more senior officers who deserted later.

Colonel Asaad now sports a Brotherhood-style beard. Street activists who have had little to do with the Brotherhood are also being lured by promises of instant support for the revolt.

"I approached them and they instantly gave me 2,000 euros when I asked for help...and I am not even Ikhwan (Brotherhood)," said veteran activist Othman al-Bidewi, who regularly travels between Syria and the border region in Turkey to drum up support for street demonstrations against Assad in Idlib province.

"The Brotherhood wants to restore its political base. It is their right," he added.

Activists: Chen case does not mean controls easing

(AP) ? Even if China makes a rare concession and allows legal activist Chen Guangcheng to leave the country with his family, other dissidents say they don't expect a broader easing of controls. Authorities might even tighten the screws on prominent critics to prevent them from taking encouragement from Chen's case to challenge the leadership.

The blind activist's escape from house arrest and flight to safety in the U.S. Embassy has provided a much-needed morale boost for a dissident community that over the last year has been debilitated by a massive government security crackdown aimed at preventing an Arab-style democratic uprising. Dozens of activists, rights lawyers, intellectuals and others have been detained, questioned and in some cases, even tortured.

Chen, a symbol in China's civil rights movement, may be able to leave to study in the United States under still-evolving arrangements announced Friday by Washington and Beijing to end a weeklong diplomatic standoff over his case.

On Saturday, Chen was still in a hospital where he was taken to receive medical care, joined by his wife and two children. U.S. Embassy officials met with his wife, although Secretary of State Hillary Rodham Clinton, in Beijing this past week for annual talks, left Beijing without visiting him.

The Foreign Ministry said Friday that Chen could submit an application to go abroad. His wife told Hong Kong broadcaster TVB on Saturday that applications for travel documents had not yet been started and no date has been set for them to leave.

The turn of events for Chen, while welcomed by most activists and dissidents, is seen as an individual victory that is not likely to pave the way for improvements in the government's attitude toward its critics.

"I think that after the Chen Guangcheng incident, the situation for us will just become worse and worse, because in today's society government power has no limits," said Liu Yi, an artist and Chen supporter who was assaulted Thursday by men he thinks were plainclothes police while he attempted to visit Chen in the hospital.

Liu Feiyue, a veteran activist who runs a rights monitoring network in the central province of Hubei, noted the importance of U.S. involvement in Chen's case. "This is only an individual case. Because it turned into a China-U.S. incident, the U.S. put a lot of pressure on China, which is why the authorities made a concession to allow Chen Guangcheng to study overseas," he said.

"Not all dissident cases can become international issues," Liu Feiyue said.

Chen, a self-taught legal activist, is best known for exposing forced abortions and sterilizations in his community in a scandal that prompted the central government to punish some local officials. His activism earned him the wrath of local authorities, who punished him with nearly seven years of prison and house arrest.

He made an improbable escape from his farmhouse in eastern China two weeks ago and sought refuge in the U.S. Embassy in Beijing. After negotiations between U.S. and Chinese officials, Chen left the embassy under arrangements to stay in China that were supposed to guarantee his and his family's safety. But he then changed his mind, prompting more talks that resulted in Friday's tentative deal that would let him travel to the U.S. with his family for a university fellowship.

All this played out as Clinton, Treasury Secretary Timothy Geithner and a slew of senior U.S. officials arrived for meetings on trade tensions and global economic and political trouble spots. It also occurred as Chinese President Hu Jintao and most of his senior leadership prepare to step aside for a younger generation of leaders ? a time the Communist Party is acutely wary of challenges to its authority and usually reins-in critics.

Activists said that while Chen, his wife and children are likely to find sanctuary in the United States, it is unclear what will happen to his other relatives. Authorities have already detained Chen's elder brother, and his nephew is on the run after attacking local officials who raided his house apparently in search of Chen after his escape. Chen's mother, who lived with the couple, has been under constant surveillance.

If Chen leaves, the officials who mistreated him and his family will likely not be held accountable ? something Chen asked for in a video statement he made while in hiding in Beijing before entering the U.S. Embassy.

"Chen's story is not a triumph for China's human rights, unfortunately," said Wang Songlian, a Hong Kong-based researcher with Chinese Human Rights Defenders. "Although Chen and his immediate family might gain freedom, his extended family is likely to be retaliated against. ... None of those whose violence Chen exposed, or those who beat and detained Chen and his family, have been punished."

There are concerns China will exact retribution on Chen's supporters who aided his escape, as well as friends who later tried to get the message out about his fears for his safety or publicly urged him to flee to the United States. Two supporters who helped him escape were detained, then released, but placed under gag orders and close monitoring.

Others like Chen's friend Zeng Jinyan, who ? at great risk to herself ? publicized Chen's worries about leaving the embassy Wednesday, have since been barred from speaking to the media and placed under house arrest. Also under similar restrictions is Teng Biao, a rights lawyer who repeatedly called Chen imploring him to flee the country, then published a transcript of their phone conversations online.

"They (the authorities) will certainly settle scores with them later," Teng told Chen, referring to the two supporters who aided Chen's escape.

Some activists say local officials who have been watching dissidents in their own jurisdictions might beef up monitoring and restrictions on them to prevent them from attempting copycat escapes into diplomatic compounds.

"One guess is that they will learn a lesson from this experience and be stricter in guarding and monitoring similar key figures and take even harder measures against them," said Mo Zhixu, a liberal-minded author and Chen supporter.

Student loans: Do Republicans really think program is socialist?

President Obama repeated his drumbeat for student-loan relief on Friday, telling an audience of Virginia high school students that Congress must act soon to prevent a doubling of federal-loan interest rates.

With the cost of subsidized Stafford loans set to double for borrowing that occurs after July 1, the issue has become a major theme for the president in the past couple of weeks.

Republican lawmakers show an openness to preventing the interest rate from jumping to 6.8 percent. But they and Mr. Obama are also using the issue as an election-year opportunity to underscore their political differences.

In no small measure, this year's campaigns for control of the White House and Congress could boil down to a fight over government's proper role in the economy. Obama wants to paint the Republicans as outside the mainstream in their antipathy toward government programs, while Republicans are labeling him as an extremist in his advocacy of big government.

Obama used his address at Washington-Lee High School in Arlington, Va., to return to the fray.

One GOP congressman, he said, likened the government's student-loan activity to socialism. Is it socialism, Obama implied, to build a?better-skilled work force?

"America is not just about protecting a few people who are doing well. America is about giving everybody a chance to do well," Obama said, giving his own take on rugged individualism and drawing applause. "Everybody here, you're only here, you're only succeeding because somebody, somewhere, felt a responsibility not just to themselves, not even just to their own families, but to the country as a whole."

Some Republicans, however, say Obama's focus on government-subsidized loans for students represents a weak effort to cover himself for the poor performance of the economy on his watch.

On Friday, the Labor Department reported that the US created just 115,000 jobs in April, a cooler pace than earlier in the year. The unemployment rate edged down, but mainly because many working-age Americans have dropped out of the labor force. And the jobless rate, at 8.1 percent nationwide, is even higher for young Americans like the ones Obama addressed in Virginia.

The socialism charge, in the context of student loans, arose recently from Rep. Todd Akin (R) of Missouri, who is now running for the US Senate. He criticized a government move to "take it all over" and said, "The government needs to get its nose out of the education business."

Democrats say the private student-loan business is alive and well, and that Obama merely removed a costly role for banks as middlemen in some federal loans.

Stafford loans, as the largest student-loan program, represent a major source of funding for US college students, alongside savings and work income (theirs and their parents'), and grants or scholarships.
